City’s Code Compliance Division increases outreach to residents about ‘Good Neighbor’ policies

The City of West Hollywood’s Code Compliance Division works to maintain neighborhood livability by recognizing diverse and competing interests and working to find balance. The Code Enforcement team is responsible for enforcing all provisions of the City’s laws and ordinances, as governed by the West Hollywood Municipal Code, and it actively addresses community concerns about a variety of regulated issues.

To respond to an uptick in feedback about three specific concerns, the City’s Code Enforcement team is increasing outreach to residents and performing proactive inspections regarding:

  • Leaf-Blowers — Electric leaf-blowers are the only leaf-blowers permitted in the City of West Hollywood. The use of gas-powered leaf-blowers by residents or gardeners is prohibited and a violation may result in a fine ranging from $100 to $500 with a $50 administrative fee applied;
  • Trash and Recycling Bins — Leaving trash and recycling bins next to the curb indefinitely is prohibited. Bins may only be placed at the curb after 5:30 p.m. the day before collection; they must be at the curb by 6 a.m. on collection day and removed by 8 p.m. on collection day. Violations may result in a fine ranging from $250 to $1,000, with a $50 administrative fee applied; and
  • Overgrown Parkways/Hedges — Vegetation that is not cut back and extends into the sidewalk or street areas causes an obstruction for pedestrians and vehicles. More importantly, this prevents and/or hinders pedestrians who use a wheelchair or a walker from properly accessing sidewalk areas. Allowing vegetation to protrude into sidewalks and streets is a violation and may result in a fine ranging from $250 to $1,000, with a $50 administrative fee applied.

The City’s Code Enforcement team will be distributing warning notices in English and Spanish about leaf-blowers, trash bins, and overgrown hedges to hand out to residents and to gardeners when a violation is observed. As part of an expanded effort, the City will also provide informational notices to the City’s contracted Parking Enforcement and Block-by-Block personnel who may observe these types of issues in residential neighborhoods.

Property owners in residential neighborhoods are responsible for maintaining parkways and keeping hedges trimmed so they do not become overgrown and impact pedestrian walkways. The parkway is the strip of land between the street and the walkway; the parkway and walkway, together, make up the sidewalk, which is part of the public right-of-way. In West Hollywood, property owners are responsible for maintaining parkway plantings, except for street trees, which are maintained by the City. The City’s Parkway Design Guide helps residents with information about choosing and maintaining plantings.

As a garden-maintenance reminder, the City has adopted a Resolution urging community members to cease using pesticides containing glyphosate (the broad-spectrum systemic herbicide and crop desiccant in products such as Roundup) on their properties. In addition, the City is encouraging residents to voluntarily reduce water use to help preserve the region’s water storage reserves in response to extreme drought conditions impacting California.

The City’s Code Enforcement team actively addresses a range of other residential neighborhood concerns, such as noise; property maintenance; vacant properties; construction; zoning (short-term rentals and land use activities); and impediments in the public right-of-way (sidewalk, parkway, alley, or street). Community members who may have concerns are encouraged to reach out to the City’s Code Enforcement team by submitting a Service Request, which is a first step in investigating potential violations of the Municipal Code. The primary goal of Code Enforcement is to gain voluntary compliance so that residents better understand their responsibilities in maintaining their properties and preserving quality of life.

Service requests may be submitted on the City’s website at www.weho.org/servicerequest or by using the City of West Hollywood Official App, which may be downloaded on an Apple device from the iOS App Store or as an Android App on Google Play; search for “West Hollywood Official App.”

Community members may also call the City’s Code Enforcement line at (323) 848-6516. Enforcement hours are Monday through Wednesday, 7 a.m. to 12 a.m., and Thursday through Sunday, 7 a.m. to 3 a.m. When reporting a concern, please include your name and phone number, violation address, and reason for calling/concern. Investigations are confidential. For concerns outside of enforcement hours, please contact the West Hollywood Sheriff’s Station at (310) 855-8850.

The City of West Hollywood’s Dockless Mobility Pilot Program permits e-scooters from Bird and Lime, and e-bikes from Wheels. Any concerns regarding e-scooters and e-bikes should be reported using the City’s Official App, or by email to [email protected], or by phone to (213) 247-7720.

If you use the ‘service request” code gets back to you saying that’s not what I observed or that you call them when it’s happening or to call them to discuss.
They obviously don’t want a paper trail and clearly favor businesses and landlords.
If you call them when it’s happening they might not come out or return your call. Impossible.

Leaf blowers are the #1 polluter in the whole city. From the micro particles blown into the air to the chemicals released.
They are too lazy to rake and sweep.
This is a major polluter that the City pretends doesn’t exist. They’ve ignored this for years. My street has zero peace and quiet during the day, every day because of gardeners *Hit & Run*

The very worst of the leaf blowers are the gas powered leaf blowers (because of incomplete combustion, emissions are higher) and they are by far NOTthe #1 polluter!” Passenger vehicles and heavy-duty trucks (internal combustion drive) are a major source of this pollution, which includes ozone, particulate matter, and other smog-forming emissions Nitrogen Oxides (NOx), carbon monoxide (CO), and Hydrocarbons. The #1 spot for air pollutions goes to Industrial Emissions

Exactly. The city make no effort to enforce this and the gardens are sneaky. They vary their arrival times and only use gas blowers where they can’t be seen. Some don’t care and just go for it.
Gas smell gets everywhere and yes the God awful noise. It’s constant.

Even Biden’s American Jobs and Build Back better plans have called for Building high-speed broadband infrastructure to reach 100 percent coverage. The Biden sweeping infrastructure plan will make it easier for cities like West Hollywood to build and operate their own broadband networks, doing away with the corporate crooks❗😀

When I was busy organizing our unhoused neighbors including getting them registered to vote, some deputy sheriffs claimed I’m “harassing” them. I pointed out they do NOT need a street address to register to vote:

The section of the voter registration form that asks for your address allows voters to describe the place where you spend most of your time. You can include cross streets and routes to help establish your right to vote in your community.

Laughing my f—king ass off. This city is experiencing a tremendous crime and violence increase. And on top of that I can’t even walk one block to the grocery store without coming into contact with four to five homeless each time: their feces, shopping carts, debris and and pan-handling. And the city council and sheriff department are taking on neighborhood compliance: leaf blowers, trash cans, bushy bushes. WHAT THE F—K!?
THE CITY OF WEST HOLLYWOOD IS NOT SAFE.
Each council person should be arrested and tried for non-compliance of doing their elected job.

Rise in crime❓ Not in California❗

Overall violent crime is on par with last year and property crime is down nearly 8%.

Don’t believe the narrative that the cops are pushing.
Rise in California homicides echoes the nation, but California fares better in violent crime, FBI stats show. The numbers also showed an increase in fatal gun violence accounted for by the recent easy access to high-tech ghost guns.

West Hollywood has become a near lawless city. With plenty of ordinances, they appear to be window dressing designed to have the residents and visitors believe that high standards exist and will be enforced. False sense of security endorsed by city.
