WeHo Council reviews study on racial bias in policing

City Council on Monday delved into the complexities of the Center for Policing Equity’s extensive report alleging racial bias within the Sheriff’s Department.

Data spanning from 2017 to 2021 illustrated that of the 104,498 total policing events, 13% had incidents of bodily harm, property damage, or threats. The remaining events saw no such reports, indicating a vast majority of policing interactions were non-confrontational.

The report was commissioned in 2020 at the height of the national frenzy over racial injustice ignited by the murder of George Floyd.

Monday’s meeting highlighted the intricacies of categorizing calls. Questions arose about the definitions of “nuisances” and “public assistance” and how these terms are statistically profiled. The “Justice Navigator,” a tool used to categorize call types, was brought into the discussion, providing insights into the standardized coding system for different calls.

THE STUDY’S FINDINGS

      • 28% of officer force incidents in West Hollywood were against black people.
      • Black individuals make up about 4% of the West Hollywood population.
      • Latinx people constitute 11% of the population.
      • 22% of the incidents where officers used force were against Latinx people.
      • White individuals make up 76% of the West Hollywood population.
      • 46% of the incidents where officers used force were against white individuals.
      • Officers utilized “pointing firearm” as a force type 45 times during the study period.
      • 36% of the force incidents involved “takedown” as the force type.
      • Contraband was found in 10 to 15% of searches.
      • Most jurisdictions have a contraband yield rate of 25, 30, or 40 percent.

West Hollywood’s progressive stance on community safety was evident throughout. Since 2020, the city has introduced innovative measures to enhance community safety, including the introduction of Block by Block security ambassadors. The council is keen on a more integrated approach for future data analysis, ensuring a holistic view that takes into account the new methods and initiatives.

Council made clear their disappointment that the study did not include data on discrimination against the LGBT community; the report specifically focused only on race.

“I would like to see and challenge you to look at LGBTQ data,” Mayor Pro Tem John Erickson said. “It’s a big disappointment within the study. That’s not a fault of your own because I understand your own methodology and how you were created and what you do. But I would urge you that that could be a subset of something that I think cities like ours would greatly need.”

There was a candid acknowledgment of racial disparities in policing.

“There is absolutely structural racism built in to the fabric of America in so many different areas,” Mayor Sepi Shyne said. “The area that we are focusing on. right now is the structural racism in policing, that overwhelmingly affects black folks in America, Latinx folks in America and people of color and we don’t have those statistics for LGBTQ people.”

Councilmembers emphasized the city’s core values of equity and safety. The Block by Block Security Ambassador program received notable mention for its effectiveness. The program has not only improved crime rates but has also optimized the allocation of resources, allowing the sheriff’s department to focus on higher-priority crimes.

John Erickson expresses during an interview with Beverly Press that “ the Center For Policing Equity are unable to look at LBGTQ specific data and as a ‘predominantly LBGTQ city’ that information is tantamount to how we even look at policing equity as a whole”.

Really Mr. Erickson? Perhaps in your head WeHo is a predominantly LBGTQ city but statistics speak to the contrary. You are beginning to resemble Mr. Trump and your pal Jackie Steele who believe if you make a false statement often enough it will magically become true.🙄

I found this to be a most fascinating hearing. I was done by 8.30, though, so I missed the talk on the new and awful technological surveillance plans.

Noticed the dictators who run West Hollywood do not allow comments on YouTube regarding all these meetings. I’m sure there would be so dreadful, reflecting the dregs on that City council, they would have to remove everyone.

My three observations: 1. Why can’t Commissioners dissect this report, when Nika and Jackie repeatedly questioned every single part of the Sheriff’s reporting? 2. I love how the session started with talking about law enforcement not being “omnipresent”, and then discussed security cameras during the second half. 3. These meetings would be much more productive if everyone would just be honest. The purpose of this study is to find data to justify abolishing law enforcement.

Very strange accolades to Mayor Shyne last night offered by Sean Eldridge, Director of CPE. Hard to know where he got his information that the Mayor was somehow revered in the community and complimented how the “community rallied around her and uplifted her and her work”. That was very hard to take and appeared way out of line on the face of it even before consulting his resume afterwards. What’s really going on here?

The presentation last night appeared to be a carefully choreographed facade to make the residents feel good that “something was happening”. The elaborate plan, apparently conceived in 2020 has presumably taken on a life of its own and moved basic safety concerns and remedies largely out of reasonable reach with the exception of proposed fancy technology. The reality is that the powers that be have allowed the city to disconnect from its residents. Stats were all cherry picked. As mentioned 75k tourists visit WeHo weekly versus 35k residents. To then use the 3.6% of population being black was ridiculous. From the “study:” “At traffic stops, deputies searched Black people 5 times as often as White people. I always hear black folks excepting Latinos as People of Color…so I don’t think that the Latino Sherriffs are being Racist,I think they are going on Crime statistics & Gut Feeling

I was deeply disturbed by Erickson’s performance last night of fair and equal policing. I was genuinely saddened when Erickson did not follow through with the massage worker outreach project we successfully passed at City Council last summer, and a year later the program was abandoned. It was an example of REAL police equity.. in response to former Lieutenant Dave Smith who was convicted of exploiting massage workers for sexual favors in exchange for tip offs to police raids. In 2020 apparently the City commissioned an independent party to study the perceived issues at discussion last evening and brought in Center For Policing Equity to work with City and LASD to present curative measures for West Hollywood.

Simple question, who funds CPE and how is it that West Hollywood is not charged for this theoretical White Knight or Robin Hood presence.
