Rain drenched West Hollywood on Sunday ahead of Tropical Storm Hilary’s landfall, with light flooding seen on Santa Monica Boulevard and other WeHo roads by the early afternoon. The sirens of the L.A. County Fire Department and other first responders were heard blaring throughout the city as utility crews made minor repairs to power lines.
