
The West Hollywood city council meeting will take place 6p Monday, November 3rd, 2025 @ 625 North San Vicente Blvd., inside the city council chambers. The full agenda may be found here.
Notable items: In the closed session agenda held with city council members, the city attorney and city manager there are two items of interest. Item 4 on the closed session is a discussion on ’employment of the city manager’. City Manager David Wilson has announced his retirement. This discussion may indicate a replacement has been found or the city council may need to prepare to appoint an interim city manager in Wilson’s absence. Item 5 is a consideration to appear as a friend of the court (amicus curiae) in the case of Melvia Harris et al. v. City of Los Angeles. The case appears to be a civil rights case filed against the City of Los Angeles by a bus driver who alleges that she was fired by the City of Los Angeles due to her pregnancy and that action violated the California Fair Employment and Housing Act.
Consent Items:
B8: Issues final payment to contractor for completion of AIDS Monument Project. The total amount budgeted and paid by the City of West Hollywood is $7,372,000. The AIDS Monument will have its official ribbon cutting grand opening on November 16th, 2025 @ 4pm.
B13: Accepts the recommendations of the LGBTQ+ Suicide Memorial Ad Hoc Subcommittee and the Public Facilities, Recreation, and Infrastructure Commission regarding a City Council Directive to install a memorial for the individual lives lost to suicide in the LGBTQ+ community at a park space in West Hollywood. —- This approval has conditions. As stated in the staff report. “This approval is a CONDITIONAL YES, but only if the following are included: 1. That the City of West Hollywood contracts with 2 highly experienced suicidologists and relevant mental health professionals who are also fluent in LGBTQ+ community needs, throughout the planning and implementation process. It is especially important for these practitioners to help the city construct the language on and about the monument. 2. That there are thoughtful opportunities for those with lived experience to give input into the planning and implementation process. 3. That it [whatever the monument turns out to be] does not memorialize any specific individual but should be thoughtful and non-specific. 4. That it be in a location that invites quiet contemplation, is visible and public in a way that combats stigma, and located in an area that will maximize exposure/visibility to queer youth. 5. That ongoing education and access to crisis resources are well integrated into the monument (including a digital component), and emphasize comprehensive community education, resources, and support. 6. That public education and outreach about the monument is integrated into the unveiling. 7. Collaboration with the Human Services Commission and the City’s social services providers.

Unfinished Business:
E1: Request to install a plaque in remembrance of those disappeared by ICE under the Trump administration. This item was brought forward by Council member Lauren Meister. Budget $5000
E2: Reconceptualization and Restoration of a music festival along the Sunset Strip. This item is co-authored by Vice Mayor Heilman and Council member Hang. While there is no immediate fiscal impact to this proposal the staff report notes approval would have a major impact on staff time. The staff report also indicates “the City may assume financial responsibility for various event-related expenses, including infrastructure build-out, public safety, street closures, marketing, and programming. Based on the cost of a two-day street closure for WeHo Pride, this could represent a multi-million dollar investment.
E3: Removing Infrastructure Roadblocks: This items brought forward by Council member Erickson. This controversial items changes the voting to a 4/5 majority to make changes to approved infrastructure projects and weaves a ‘safe streets for all’, (lingo for bike lanes), into all infrastructure improvements.
E4: Commission Board Meeting frequency and pay: Lowers the number of public meetings of various boards / commissions and increases the pay for each meeting from $100 to $125.

F1: Housing Element Implementation and recommended updates: Brought forward by Staff.
F2: Construction agreement to improve traffic signals at Fountain @ La Brea. Brought forward by Staff and budgeted at $139,902.77
F3: San Vicente Blvd. between Melrose and Beverly left movement study. Brought forward by Staff with a recommendation prohibiting eastbound left turns via signage, pavement markings, and bollards.
F4: Streamlining Business Permitting and Signage Regulations: Brought forward by Council member Erickson and Council member Hang. The staff report notes that , the City’s Community Development Department has already undertaken a series of Permitting Enhancement Initiatives designed to improve efficiency and customer service within the permitting process.
F5: Co-sponsorship with Emerald Village West Hollywood for a Cannabis-focused symposium. Brought forward by Council member Hang. Requires city to waive fees estimated at $1418 for use of council chambers and parking.
F6: Co-sponsorship with Larchmont Charter Schools for a World Fair Event. Brought forward by Council member Erickson. Budget $5000 and $900 in waived fees.
F7: Co-sponsorship of California LGBTQ Chamber of Commerce Procurement Summit. Brought forward by Council member Erickson. Budget $10,000 and $2508 in waived fees.
F8: Increase enhanced services program: Biohazard Sanitation Cleaning. Co-authored by Council member Hang and Council member Erickson. Budget $35,000, this item adds approximately 20 service calls per month for various sanitation services including maintenance of solar trash compactors, graffiti abatement, shopping cart retrieval and additional pressure washing in selected high traffic areas.
F9: Exploration of adding public restrooms in West Hollywood and implementation of a public restroom pilot program. This item brought forward by Council member Hang. Budget $100,000 – $250,000 per public restroom depending on selection.


AGENDA ITEM E3 John Erickson, is trying to silence dissension by the public and by boards and commissions of an agenda item (bike lanes) that he is trying to push through!
