On the Agenda: October 20th, 2025

There is one Public Hearing:
C.1.REVIEW AND RECOMMENDATION FOR CEQA ANALYSIS AND PROPOSED AMENDMENT SPA 25-0001 TO THE SUNSET BOULEVARD OFF-SITE SIGNAGE POLICY [N. MARICICH, J. ALKIRE, J. DAVIS]:

This item directs staff to review and update rules for the fast changing landscape of billboards on Sunset.

Notable unfinished business items: 
Item E1:   The City will update its Flag Policy after the brushback from the community after the flags were lowered to half mast in honor of Charlie Kirk.    
 
Item E2:  Ends the exclusive negotiations for a Public-Private partnership with Plenery Broadband Infrastructure LLC. on 10/31, end of contract period – and directs the city manager to look at new options for improving broadband in the city.
 
Item E4:  Review of option to move the City Playhouse from its current location to 8327-29 Santa Monica Blvd.  and asks staff to proceed with moving the site of the City Playhouse and making the design, engineering, and public works modifications necessary;
 
Item E5:  Adjust the frequency (lowers) the number of advisory board meetings and increase the pay from $100 to $125 per meeting for board members.
 

New Business Items:

Item F.1.:  Removing Infrastructure Roadblocks.   Brought forward by Council member Erickson.   This item sets timelines and protocols for infrastructure projects.   Perhaps the most controversial part of this item is a direction to adopt a ‘safe streets first’ protocol, – which can be construed as ‘bike lane’ lingo.  In addition this proposal has a provision that requires a 4/5 vote of the city council for any changes to infrastructure or capital improvement projects.  

Item F.2.:  Addressing  Unpermitted and Unlicensed Sidewalk Vendors.   Brought forward by Council member Hang.    This item asks staff to explore new tools that can be used to limit the number of illegal street vendors.  

Item F.3.:  Converting Sunset Strip tall wall billboards to digital billboards.   This item is brought forward by Vice Mayor Heilman.    This is what I think about it:  http://john-heilmans-payback-mani-brothers/

Item F.4.:  Restoring a Music Festival to the Sunset Strip.   This item is co-authored by Vice Mayor Heilman and Council member Hang.   

Item F.5.: Request for a Plaque to be installed for those who disappeared by I.C.E. under the Trump Administration.   This item is brought forward by Council member Meister.

Item F.6.  Dates for installation of Mayor and Vice Mayor for 2026.
