Chelsea Byers’s LinkedIn profile appears to have been altered sometime after a controversy erupted Sunday over whether her outside employment creates a conflict of interest on housing and zoning votes.
A screenshot taken Monday, June 29 at 1:27 p.m. — hours before that night’s council vote — showed her title at Welcoming Neighbors Network as “Policy Campaigns Manager” and included a detailed job description: supporting local members to craft winning campaign plans, developing coalitions, providing “communications and messaging best practices on pro-housing policy issues,” and analyzing policy proposals for their impact on housing affordability.
As of Wednesday, July 1, the description is gone. Her title now reads “Campaigns Director.”
The profile change came amid a wave of resident concern, council debate, and a formal question now headed to the Fair Political Practices Commission (FPPC) — the state agency responsible for enforcing California’s conflict-of-interest and political ethics laws.
At Monday night’s council meeting, Mayor John Heilman raised the issue directly. “I know that there have been a number of concerns raised by members of the public about whether a council member has a conflict. I think we need to get that resolved before we take action on this,” Heilman said. “I don’t want us to be in a position where we might have to hold multiple hearings on the same item if we get a negative review from the FPPC.”
City Attorney Lauren Langer told the council she had discussed the matter with Byers and that Byers believes in good faith she has no disqualifying conflict. But Langer stopped short of clearing her. “The analysis is very fact specific, and I wouldn’t be prepared tonight to make a legal determination on whether or not that is a conflict of interest,” Langer said. “Even if I make a legal ruling, it’s not legally conclusive. It is the FPPC who has the enforcement authority.”
The council voted 3-2 to table Item C.4 and C.5 — a Zone Text Amendment that would streamline development permit review process for qualifying housing and mixed-use housing projects, and a Zone Text Amendment and Resolution updating parking regulations and CEQA transportation guidelines for qualifying housing projects — until FPPC guidance is received. Byers and Councilmember John Erickson voted no. Councilmember Lauren Meister, Vice Mayor Danny Hang, and Heilman voted yes.
Four Titles. One Person. One Job.
The LinkedIn change is not the only discrepancy. Cross-referencing Byers’s public records produces four different job titles at the same organization.
Her Form 700 financial disclosure — filed annually under penalty of perjury with the City of West Hollywood — lists her position at Welcoming Neighbors Network simply as “Manager.” No further description. Her income is checked at $10,001–$100,000.
Federal campaign records list her occupation as “Policy Manager.”
Her LinkedIn profile listed her title as “Policy Campaigns Manager” as recently as Monday, June 29 at 1:27 p.m.
As of Wednesday, July 1, LinkedIn lists her as “Campaigns Director.”
None of the four records match. The Form 700 — the legal disclosure document at the center of the conflict question — uses the vaguest title of all.
That matters because the FPPC’s nexus test — the legal standard used to determine whether a disqualifying conflict exists — turns in part on what an official actually does for their employer. A title of “Manager” on a Form 700, without any description of duties, tells a conflict-of-interest reviewer almost nothing.
WEHOonline has archived both versions of the LinkedIn profile. We reached out to Byers for comment Sunday night and offered her the opportunity to share with residents why she believes there’s no need for her to recuse. We’ll update you if and when she responds.

You decide why she suddenly changed her LinkedIn profile. In my opinion it’s tampering with an investigation. Tampering with a government investigation is known as obstruction of justice. California has specific laws that make it a crime to destroy, hide, or alter evidence, or to create fake evidence. Does she seriously think that changing her job description will eliminate her conflict of interest? She is insulting the intelligence of the residents of West Hollywood.
She’s a real piece of work. Voters need to wake up this next election and vote her out. They made a huge mistake when they put her, a relative newcomer to West Hollywood, into a seat of power. She’s owned by union Unite Here 11 and she’s a paid by her employer to advocate for the destruction of single-family neighborhoods and she’s sitting on our council making decisions about our neighborhoods! She needs to step down! She’s a fraud, a liar and the only thing she cares about is her own political ambitions!

Obviously someone realizes their is a conflict and now are trying to sway and confuse the issue as merely a job title. Not fooling anyone here. These actions make it more clear that the organization and Chelsea knows they were caught. Shame on you Chelsea.

Byers works for Welcoming Neighbors, which claims in its website: “We do advocacy & organizing in support of abundant housing policy solutions, primarily through local or state action.”
What makes their claims even more corrupt and harrowing is that neither its policies or Byers’ actions support affordable housing, quite the contrary. Byers wants to replace West Hollywood with 7-story buildings of luxury apartments with no parking. Both Byers and Welcoming Neighbors are wolves in sheep clothes, covers for developer-funded campaigns to enrich themselves

A rather Nixonian attempt to erase inconvenient facts about her employment that could be damaging to an FPPC investigation. Byers is likely to refer the FPPC to her current “revised” posting in order to try to beat the conflict of interest charges. This is simply evidence tampering and reflects on Byers’ character in a very serious way. The erasure says more about Byers integrity, or lack thereof, than the original complaint.
I agree with Steve Martin. What makes the reported LinkedIn changes noteworthy is not the edits themselves, but how they intersect with Councilmember Byers’ repeated good-faith assertion to the City Attorney and the public that she honestly believed she had no conflict of interest. If that belief was sincere, why make changes to publicly describe your professional role only after the conflict questions became front-page news? The timing naturally raises questions about whether the public was originally given the fullest picture of the relationship between her employment and her official duties.
