On the Agenda: Monday December 15th, 2025

West Hollywood City Council Agenda Dec. 15, 2025 includes the election of a new Mayor and Vice Mayor, plus public hearings and several major items before the City closes out the year.

The last meeting of 2025 will be held on Monday, Dec. 15, 2025, at 6 p.m., inside the City Council chambers at 625 N. San Vicente Blvd. Members of the public are welcome to attend and speak on any issue of their choosing during the public comment period. You can view the entire agenda here.

Item F4 is the last item of the evening. It is widely expected that Vice Mayor John Heilman will assume the mayor’s title in what would be his final year on the City Council. Councilmember Hang would be a logical choice to assume the vice mayor role and work side by side with the veteran Council member.

B6: Adopting an amendment West Hollywood Muncipal Code to encourage and facilitate the conversion of existing commercial developments to residential uses through a ministerial approval process. STAFF REPORT

The only “unfinished business” being brought before the City Council to close out 2025 is an economic analysis of major special events in the city. This item is being brought forward by City Staff.

The report shows WeHo Pride was the City’s largest event, with an estimated 205,000 visitors and a total economic impact of approximately $56 million. Halloween was the second-largest event, generating 166,000 visitors and an economic impact of $37 million. AIDS Walk and the Mishka festivals combined generated a total of $300,000 in revenue with approximately 8,000 visitors

Item F3: Revises the City policy for recognitions, and defines the procedures for giving proclamations, certificates, or keys to the City. The staff report shows a 350% increase since 2020 in the number of proclamations and certificates being issued. The following are annual totals: In 2020 there were 101 recognitions; in 2021 there were 264 recognitions; in 2022 there were 188 recognitions; in 2023 there were 315 recognitions; in 2024 there were 352 recognitions; and in 2025 there were 346 recognitions. The increased workload on City Staff is apparent in the first line of the proposed revisions: “A Certificate of Recognition is meant to recognize individuals celebrating significant milestones, in recognition of individual contributions to society, as a statement of congratulations, or in recognition of community events.”
