B.6. Summary of co-sponsored and Council-Initiated Events for 2025. STAFF REPORT 

B.9. Adds $100,000, not to exceed $175,000 to Agreement with Transportation Studies Inc. for an on-call traffic volume and speed survey. STAFF REPORT 

B.10.  Amends agreement for Services with The Housing Workshop for Housing Element Inclusionary and Density Feasibility Study. This item increases the scope of services by $36,948, not to exceed $227,998. STAFF REPORT 

B.11. Amends agreement with Mercury Public Affairs for additional outreach and advocacy of the Metro K Line Northern Extension. This items increases the amount of the agreement by $67,500, not to exceed $142,500. STAFF REPORT

E.2. Halloween Carnaval 2025 Report.c STAFF REPORT . The Staff shows the City came in $200,000 under budget during last year’s Halloween Carnaval. Total cost $1,743.714.cThe event drew approximately 166,000 guests.   

F. New Business:

F.1. Ice-Free Zones in West Hollywood. This item follows a similar path in the City of LA to establish Ice Free Zones on City owned properties and is brought forward by Councilmember Byers and Councilmember Erickson.cThere is no fiscal impact at this time.  STAFF REPORT 

F.2. Promote and Encourage Neighborhood Resilience Teams. This item is being brought forward by Councilmember Meister. The purpose of this item aims to engage neighborhood watch groups, HOA organizations and community partners to expand emergency preparedness efforts. There is no fiscal impact at this time. STAFF REPORT ITEM F.2. – ATTACHMENT A 

F.3. Resolution calling on Casey Wasserman to step down as Chair of the 2028 Los Angeles Organizing Committee after the discovery of emails exchanged between Wasserman and Epstein. It should be noted that Wasserman has not been accused of any crime. This item is brought forward by Councilmember Erickson and Councilmember Byers. There is no fiscal impact at this time. STAFF REPORT   ITEM F.3. – ATTACHMENT A 

F.4. Preschool Facility Expansion. This item will consider options to expand the current pre-school facility at Plummer Park and is being brought forward by Councilmember Byers. STAFF REPORT .  There is no fiscal impact at this time.

F.5. Direction to Solicit Proposals for a West Hollywood Book Fair. This items is being brought forward by Mayor Heilman and Councilmemeber Byers. While there is no fiscal impact at this time the Staff report notes the previous Book Fair was part of the City’s annual programming, with a budget of up to $272,00.  This proposed event would be small with an estimated budget ranging from $100,000-$150,000.STAFF REPORT 

F.6. Dedicated Pickleball Courts at Plummer Park. This item is being brought forward by Councilmember Erickson and would limit reservations on Courts 6 & 7 to only pickleball use. The Staff report notes there were approximately 16,000 pickleball reservations and 14,000 tennis reservations made at Plummer Park during a 6-month period of study. Approximately 34,600 registered users are non-residents while a bit more than 1,200 registrants are West Hollywood residents. There is no fiscal impact at this time. I hope J. Erickson and Chelsea Byers ask Danny Rivas why our Allied Universal contract is allowed when they have contracts with DHS for transporting illegals through the ICE program. ICE free zones within the city are hypocritical for being in bed contractually with someone who supports DHS’s agenda. Please do better before posing these agenda items
