B9: Approval of two development grants with Pathways and Healthcare in Action:
- Pathways LA is recommended to receive funding of $12,500 to support the development of a comprehensive strategic plan to guide the expansion of early childhood services in West Hollywood.
- Healthcare in Action is recommended to receive funding of $12,500 to strengthen organizational capacity within its street medicine program serving unhoused residents in West Hollywood.

B11: Accepts $20,000 grant from 3rd District Supervisor District for 2026 Harvey Milk Programming.
B12: Adds $340,000 to purchase agreement with Enterprise FM Trust for acquisition and maintenance of the City’s vehicles.
B13: Allocates $150,000 from fiscal years 2025-26 through fiscal years 2028-29 to purchase software and services to support the City’s capital improvement program. Procore is a cloud-based construction management system designed to centralize project information for public works and capital improvement projects. The platform enables City Staff, consultants, and contractors to manage project schedules, budgets, contracts, change orders, and documentation within a single, secure system.
C: Public Hearings:
One public hearing to permit a new one-sided full motion billboard and site improvements at 9200 Sunset Blvd. The proposal is called “The Legacy Loop.” This is a revised project proposal based on direction from the City Council hearing of February 3, 2025. The project includes site improvements at the base of the billboard structure with pedestrian plazas including seating and interactive plaques describing the history of the billboards along the Sunset Strip.

D: Legislative:
This item will create a District 9 preferential parking on the 1000 block of Alfred Street between Santa Monica Blvd. and the West Hollywood border with the City of Los Angeles, north of Romain Street.

E.1.: Updates plans for 2026 World Cup and 2028 Olympics. Authorizes City Manager to execute documents for services with The Very Creative Firm in the amount of $250,000 for event production for the World Cup in 2026. Authorizes the City Manager to execute an Agreement for Services with The Blanket for $275,000 for event production services for the presentation of the Discofoot© performance art program in the World Cup Fan Zone. Approve the waiver of Facility Use Fees, Special Event Permit Fees, Parking Meter Fees, Building & Safety Permit Fees, and Encroachment Permit Fees associated with the production of the World Cup Fan Zones.

E.2.: Business Grant Program/Retention Program for Restaurants. This item authorizes City Staff to develop programs to support grants to restaurants, totaling up to $250,000, or up to $12,500 for each restaurant excluding those attached to hotels. Asks for an increase in the WEHO LOVES LOCALS program and to reboot the WeHo Happy Wednesday free parking program for the next two-year budget cycle.

E.3.: Public meeting to renew the West Hollywood Tourism Improvement District with a proposal to increase the rate from 3% to 4%. This percentage is on top of the 12.50% TOT tax, bringing the total charged WeHo tax to 16.50%, an increase projected to produce a total of $10.56 million to be used to market West Hollywood. The increased 4% TID tax is twice the 2% charged in Los Angeles and greater than the 3% TID tax in San Diego and 0% in Beverly Hills. To contrast, the base TOT tax in West Hollywood is 12.5%, the base TOT tax is 14% in Los Angeles, and 15% in Santa Monica. This item allows the public to weigh in on the proposal.

E.4.: Economic Study for a Residential Construction Minimum Wage. Authorizes $85,000 for an analysis to “evaluate the economic impacts of alternative construction minimum wage scenarios on the feasibility of residential development, including rental and for-sale housing, as well as implications for the construction labor force; assess tradeoffs and thresholds including identifying where increasing labor standards may materially affect project feasibility, development timing, or housing production.”
F: New Business
F.1.: Community Development Block Grant Funds for Fiscal Year 2026-27. The LACDC administers CDBG funding on behalf of Los Angeles County and 47 small participating cities throughout the County. The City of West Hollywood is one of the 47 participating cities. The LACDC requires participating cities to submit an annual Program Planning Summary. During Fiscal Year 2024-25, the Program for the Homeless, through its partnership with Ascencia, provided direct assistance to 163 new clients. During fiscal year 2024-25, CIP 2503 Phase XIV CDBG-Funded Sidewalk Repair Project Number 602685-24, approximately 5,694 square feet of the sidewalks and 18 curb ramps were repaired to comply with ADA standards.
F.2.: This item is brought forward by Councilmember Byers asking to amend the City Councilmember list of pre-approved organizations to include Housing California.
F.3.: This item is brought forward by Councilmember Byers and Vice Mayor Hang. The item asks the council to adopt a resolution reaffirming the City of West Hollywood’s commitment to upholding the Constitution of the United States and urges Congress to challenge the unconstitutional actions by the Trump Administration.
F.4.: Councilmember Meister will make a direct appointment to the Public Safety Commission to serve the balance of her term to replace former Commissioner George Nickle who resigned last fall.
