The West Hollywood City Council will hold its regular meeting on Monday, April 21, 2025, at 6:00 p.m. in the Council Chambers at 625 N. San Vicente Boulevard. The session, preceded by a closed meeting at 5:30 p.m., will address a range of municipal matters, from infrastructure to social services.
A large portion of the agenda focuses on public hearings and new business. One notable item is a proposal for a new animated billboard at 8433 Sunset Boulevard, paired with sidewalk improvements. The council will review a master project plan, including a sign permit, zoning map amendment, and development agreement, supported by a Negative Declaration under the California Environmental Quality Act (CEQA). This item is expected to draw public interest due to its visibility on the Sunset Strip.
The council will also consider a public-private partnership with Plenary Broadband Infrastructure WH LLC to expand citywide fiber-optic broadband services. This follows an Exclusive Negotiation Agreement, and the council will provide direction on the scope of the implementation agreement while considering a 90-day extension for negotiations.
Housing and social services are prominent on the agenda. The council will review a $5.5 million loan commitment from the Affordable Housing Trust Fund for a 36- to 40-unit affordable housing project at 1215-1217 N. Larrabee Street, alongside $200,000 for plan check fees. Additionally, a $642,400 grant agreement with Los Angeles County will be considered to support operating costs for the Holloway Interim Housing Program. The release of a Request for Proposals for the 2025-2028 social services contract cycle is also slated for approval, aiming to enhance community support programs.
Other items include a resolution opposing increased truck size and weight regulations, co-sponsorship of the Capitol Drugs Health Fair on May 17, 2025, and a directive to explore harm reduction tools, such as fentanyl detection devices, in alignment with upcoming social services planning. The council will also consider arts programming for Jewish American Heritage Month in May 2026 and a workshop with Metro to support older adults’ use of public transit.
Public participation is encouraged, with options for in-person comments, written correspondence, or phone-based remarks. Residents must register by noon on April 21 to speak via Zoom. Written comments submitted by the same deadline will be included in the official record. The meeting will be accessible in compliance with the Americans with Disabilities Act, with assistive listening devices and relay services available upon request.
